Applications may be submitted via online platforms, including the Court Public Service System, the National Public Service Portal, or other systems as prescribed by law. Within this digital environment, users may file may file a wide range of procedural documents, including statements of claim, petitions, appeals, applications, and recommendations, as well as complaints and denunciations relating to the court's case resolution process. Furthermore, the payment of advances on court fees, court charges, litigation costs, and other related fees and expenses may also be carried out efficiently through electronic means.<\/p>\n
In terms of legal validity, the Resolution affirms that procedural activities conducted via electronic means shall have the same legal validity equivalent to those carried out through other legally prescribed methods. Electronic dossiers, documents, and procedural instruments transmitted and received through the Court Public Service System are recognized as having equivalent legal validity to their hard-copy counterparts, provided that the requirements of authenticity, integrity, and non-repudiation of data are duly satisfied.<\/p>\n
To submit applications via electronic means, users must satisfy certain technical and security requirements. Specifically, applicants are required to comply with the prescribed procedures for conducting procedural activities in the degital environment and to utilize appropriate electronic authentication methods, such as digital signatures, the VNeID national digital identification application, biometric authentication data, or secure cryptographic key storage devices. The time of submission is a critical factor in determining statutory limitation periods and procedural deadlines. Pursuant to the applicable regulations, the time of filing is determined as the time at which the data message is successfully transmitted and enters the Court Public Service System.<\/p>\n
A notable feature of this mechanism lies in its enhanced capacity for data connectivity and inter-agency data sharing among state authorities. Accordingly, the Court must not require individuals or organizations to resubmit data or documents that are already under its management, have been made available for sharing by other competent state authorities, or have been authenticated through national or sectoral databases.
