In fact, the situation of late payment and evasion of compulsory social insurance still occurs in many enterprises and localities, affecting the settlement of social insurance and health insurance regimes for employees. Therefore, there needs to be more solutions to handle the behavior of late payment and evasion of social insurance to protect the rights of employees when participating in social insurance.

For example, in Ho Chi Minh City, according to Ho Chi Minh City Social Insurance, the data on late payment as of March 31, updated with payment authorization as of April 8, the whole city has 20,039 units that have delayed social insurance payment for 3 months or more, of which many businesses owe social insurance more than 10 billion VND. The fact that businesses owe social insurance for a long time is greatly affecting the rights of workers.

The draft Law on Social Insurance (amended) submitted by the Government has expanded sanctions for businesses that are slow to pay or evade social insurance compared to the current one, to best protect the rights of employees. However, according to experts, there needs to be more solutions to harmonize the interests of businesses and employees.

Also at the 7th session, the Draft Law on Social Insurance Amendment is being discussed by the National Assembly to contribute to perfecting the draft law in the direction of best protecting the rights of workers in any case.
